2 Peter 1:20-21

20 Knowing this first,
that no prophecy of the scripture
is of any private interpretation.
21 For the prophecy came not in old time
by the will of man:
but holy men of God spake
as they were moved by the Holy Ghost.
Scripture always speaks truth.
For it is the WORD of GOD.
The verses above reveal the SOURCE of prophecy.
Which is the HOLY SPIRIT of GOD.
Holy men of God spoke "as they were moved by the Holy Ghost".
Witness the experience of prophet Jeremiah:
Jeremiah 1:4-10

4 Then the word of the Lord came unto me,
saying,
5 Before I formed thee in the belly I knew thee;
and before thou camest forth out of the womb
I sanctified thee,
and I ordained thee a prophet unto the nations.
6 Then said I, Ah, Lord God!
behold, I cannot speak:
for I am a child.
7 But the Lord said unto me,
Say not, I am a child:
for thou shalt go to all that I shall send thee,
and whatsoever I command thee thou shalt speak.
8 Be not afraid of their faces:
for I am with thee to deliver thee,
saith the Lord.
9 Then the Lord put forth his hand,
and touched my mouth.
And the Lord said unto me,
Behold,
I have put my words in thy mouth.
10 See,
I have this day set thee
over the nations and over the kingdoms,
to root out,
and to pull down,
and to destroy,
and to throw down,
to build,
and to plant.
So, that's what a prophet's supposed to do:
"to root out"
"to pull down"
"to destroy"
"to throw down"
"to build"
"to plant"
All, according to GOD's WILL.
The prophets goes, where GOD sends him.
The prophet speaks, what GOD asks him to speak.
A prophet is in TOTAL obedience to the LORD.
Here's another important verse about the "spirit of prophecy".
This, from apostle John, who initially wanted to revere an angel.
To which the angel replied:
Revelation 19:10

10 And I fell at his feet to worship him.
And he said unto me,
See thou do it not:
I am thy fellowservant,
and of thy brethren that have the testimony of Jesus:
worship God:
for the testimony of Jesus
is the spirit of prophecy.
Here's how to identify "false prophets.
Let JESUS point it out to us:
Matthew 7:15-17
King James Version
15 Beware of false prophets,
which come to you in sheep's clothing,
but inwardly they are ravening wolves.
16 Ye shall know them by their fruits.
Do men gather grapes of thorns,
or figs of thistles?
17 Even so every good tree bringeth forth good fruit;
but a corrupt tree bringeth forth evil fruit.
Not all prophets serve GOD.
JESUS was very clear about that.
The LORD knows who His prophets are.
Matthew 7:21-23

21 Not every one that saith unto me, Lord, Lord,
shall enter into the kingdom of heaven;
but he that doeth the will of my Father which is in heaven.
22 Many will say to me in that day,
Lord, Lord,
have we not prophesied in thy name?
and in thy name have cast out devils?
and in thy name done many wonderful works?
23 And then will I profess unto them,
I never knew you:
depart from me,
ye that work iniquity.
